Santa Clara County offers free park passes Published Sept. 29, 2009 MOFFETT FEDERAL AIRFIELD -- In 2007 the Santa Clara County Board of Supervisors approved a program spearheaded by the Santa Clara County National Guard Veterans Affairs Commission that grants Annual Vehicle Entry Passes to California National Guard members in pay grades E-4 or below for parks operated by Santa Clara County.
