Chief Master Sergeant Rosemarie K. Rubalcava-Stokes serves as the Command Chief for the 129 Rescue Wing, California Air National Guard. Chief Stokes is the principal advisor to the wing commander on mission effectiveness, professional development, military readiness, training, utilization, health, morale, and welfare of the wing's 807 enlisted Airmen. She provides leadership to the enlisted force and is the functional manager for group superintendents and first sergeants within the wing.
Chief Stokes proudly started her military career on August 13, 1986 when she enlisted with the United States Air Force. Upon completion of Basic Training and Food Services Technical School, Chief Stokes was assigned to the 40th Combat Support Squadron at Aviano Air Base, Italy. There, she learned about food services and ultimately managed the main dining facility dispersing over 1,400 meals per day. In August 1990, Chief Stokes was transferred to the 93rd Services Squadron at Castle Air Force Base in Atwater, Calif. There, she was assigned to the Lodging Office as the Front Desk Supervisor until she was deployed to Eskan Village in Riyadh, Saudi Arabia, in support of Operations DESERT SHIELD and DESERT STORM. While deployed, Chief Stokes was instrumental in establishing new lodging facilities and field lodging software for all Joint Task Force members. Her accomplishments were recognized by the 4409th Operations Group, wherein she was honored with the "Extra Mile" and "Outstanding Performer" awards.
Chief Stokes enlisted with the California Air National Guard on August 31, 1994 as a Drill Status Guardsman with the 129th Services Flight. In September 1996, Chief Stokes was promoted as a Prime Ribs Technician as a full-time Federal Technician. In September 1997, she was invited to be an instructor at the Military Education Center located at McGhee-Tyson Air National Guard Base, Tenn. She trained all eligible Air National Guard Services Prime Rib Managers. In June 2000, she graduated from the Air National Guard Recruiter School where she received the Distinguished Graduate award. She then joined the 129th Rescue Wing Recruiting Team as a Production Recruiter in July. Only eleven months later, she was selected to be the Recruiting Office Supervisor. In 2001, Chief Stokes broke a 12-year State of California record by recruiting 71 new members in one year. That same year, she was selected as the California Air National Guard Production Recruiter of the Year and California Outstanding NCO of the Year. In 2007, Chief Stokes transferred to the Base Education and Training Office. While in training, she quickly established assurance with NGB and became the subject matter expert for the Pararescue and SERE Training. In February 2012, Chief Stokes was selected as the Force Support Flight Superintendent.
